MPL-3643 on Solana

MPL-3643 is Metaplex’s permissioned-token standard for assets that should not be freely transferable to any wallet: securities, real estate, or private funds. The code is named mpl-permission. It is the Solana counterpart to ERC-3643. Compliance is a layer on a Token-2022 mint, not a new token program.

Metaplex lists it as live on mainnet in early access and experimental. It has not been audited. The TypeScript and Rust SDKs are handed out through alpha onboarding. Solana Toolset does not issue, configure, or custody an MPL-3643 token.

What the four programs do

New token accounts start frozen. A wallet can thaw only if it passes the identity and hold checks. Some rules, such as a lockup or a volume cap, also need a Token-2022 transfer hook, and that hook cannot be added to a mint later.

How this differs from a token this site creates

Create Token makes a classic SPL token. Anyone who receives it can hold it. Create Token-2022 makes a Token-2022 mint with the extensions that form supports. An MPL-3643 mint is also Token-2022, but freeze authority belongs to Token ACL, mint authority moves to a compliance account, and holding the token requires claims from an attestor the issuer accepts.

Revoking mint or freeze authority does not install that layer. It only removes a key on a token you already control.

Who it is for

Metaplex supplies the programs and a trusted-attestor list. The issuer chooses the rules, the accepted attestors, and the owner key. The programs enforce that configuration. They do not decide whether the configuration meets a given regulation.

Protocol fees Metaplex publishes

These are Metaplex protocol fees, paid in SOL, not a Solana Toolset charge. As of the docs updated 28 September 2026 they are flat amounts, not a percent of value transferred: 0.063 SOL when an asset configuration is created or amended, 0.034 SOL when a holder account is activated, and 0.00085 SOL when a distribution is executed for one recipient. Can I create an MPL-3643 token on Solana Toolset?
No. This site creates a normal SPL token and a separate Token-2022 token. Neither one attaches the Identity Registry, Compliance Module, Gate, or Lifecycle Manager. MPL-3643 is in early access, and Metaplex has not audited it.
Is MPL-3643 a new token program?
No. The token is a Token-2022 mint. Compliance sits above it. Wallets and explorers see a Token-2022 mint, and support still depends on how each app handles extensions such as a transfer hook.
Does revoking mint or freeze authority make a token MPL-3643?
